Fix rundll32.exe Error on Windows 2016 and 2019 Server When Clicking Start Menu Items

If you receive a rundll32.exe error when clicking start menu items on Windows 10-based server operating systems, such as Windows Server 2016 or 2019, the following registry fix (and .reg attachment) should correct the issue. Reboot the target system after the modification.
