We found this fix while troubleshooting a bad update Microsoft deployed which broke Outlook connectivity. Simply replace the version number with either a newer or older version.

"%Programfiles%\Common Files\microsoft shared\ClickToRun\officec2rclient.exe" /update user updatetoversion=x.x.x.x
